In Series 4, Tactical Response (TR) undergoes a major shake up. With the assassination of the police minister and a war brewing on the docks, the game is changed completely when TR is merged into the new taskforce Cicero. Senior Sergeant Charlie Lewis (Antony Starr: Outrageous Fortune) is brought in over the top of Lawson (Corser) to run TR and the change sends shock waves through the team. Before long one of the team is sacked and Lawson and Shannon are told to cool their relationship. Tensions flare as politics and personal differences threaten to tear the team apart.
